The Guangdong Provincial Health Commission recently issued an implementation plan for building a province-wide aviation medical rescue network. The plan designates Guangzhou and Shenzhen as core nodes, links tertiary hospitals across the Pearl River Delta, and sets a clear goal: a "one-hour aviation medical rescue circle" covering the entire province. By the end of 2026, the first batch of provincial aviation medical rescue bases must be officially designated, and the Guangdong-Hong Kong-Macao Greater Bay Area will pilot a cross-border medical transfer coordination mechanism first. This marks Guangdong's aviation medical rescue moving from isolated breakthroughs toward a networked, systematic new phase.

1. Landing Sites Extend Toward Hospitals and Communities

The plan treats landing-site construction as the foundation of the whole network. In principle, every tertiary hospital in the province must reserve helicopter landing pads or coordinate nearby public landing sites, while core business districts, sports venues, and expressway service areas in key cities are incorporated as supplementary landing points. Guangzhou and Shenzhen have already completed rooftop helipad renovations at several major tertiary hospitals, and Zhuhai and Foshan are advancing the connection between pre-hospital emergency care and air transfer facilities. The Greater Bay Area's unique "one country, two systems, three legal jurisdictions" framework has long made cross-border medical transfers a coordination puzzle involving customs clearance, quarantine, and mutual recognition of medical standards. The new pilot establishes a joint GBA air medical transfer coordination mechanism: a unified transfer application portal, mutually recognized medical document formats, and green channels at border ports. For patients travelling between Shenzhen or Zhuhai and Hong Kong or Macao for treatment, approval timelines are expected to shrink from days to hours — a substantive step toward genuine medical integration across the bay.
