First, aviation rescue is being upgraded from a "departmental capability" to "urban infrastructure" — the digital platform points to unified dispatch and faster response, meaning the linkage between urban emergency systems and aerial medicine will become tighter, and the transfer window for critically ill patients may be further compressed; but policy momentum does not change medical safety standards — the choice of transport mode should still be based on currently mature, airworthy platforms (helicopters, fixed-wing aircraft in medical configuration) and on immediate assessment by qualified medical institutions. Second, the formulation and refinement of low-altitude general aviation emergency response plans means low-altitude medical scenarios will have rules to follow; when evaluating any novel low-altitude medical service in the future, families and institutions may ask providers to show the corresponding contingency-plan filings, airworthiness and operational documentation.
