Earlier in April this year, Fengxi New City was approved for a 182 km² low-altitude airspace below 300 m true altitude; combined with existing test-flight airspace, the district's total airspace exceeds 350 km², making it "flyable and testable everywhere". Seen together, low-altitude power is first reshaping the healthcare system's "supply chain" — medicines, blood products and test samples moving between campuses and between hospitals in minutes — while air medical transport handles the "patient chain" — critically ill patients moving between cities and provinces in hours. Combined, they form an integrated air-ground emergency network spanning from supplies to patients.

2. Airspace + Airworthiness + Platform: The "Institutional Trio" for Low-Altitude Medicine Is Taking Shape

Medical scenarios demand far higher safety and compliance standards than ordinary logistics. The reason Fengxi New City's operations have moved to routine is that the institutional foundation was laid before large-scale operation. First, the low-altitude medical system is forming in layers: drones handle supplies (minute-level, within hospital systems) while helicopters and fixed-wing aircraft in medical configuration handle patients (hour-level, across cities) — the low-altitude economy reshapes the medical supply chain first and the patient chain next; when assessing any transfer plan for a critically ill patient, the choice should still rest on mature, airworthy crewed platforms and immediate assessment by qualified medical institutions, not on conceptual heat. Second, the degree of institutionalization around airspace, airworthiness and flight platforms directly determines the reliability of low-altitude medical services; when evaluating any novel low-altitude medical service in the future, families and institutions may verify three things against Fengxi's benchmark — whether airspace has been approved, whether the aircraft has passed airworthiness certification, and whether flights are integrated into a unified management platform. Third, the replication pace of urban "air lifeline" networks is worth tracking: the "airspace approved — enterprises clustered — scenarios validated — financial support in place" path demonstrated in Xi'an is being studied by more cities, and the more mature urban low-altitude governance becomes, the smoother the linkage between air medical transport and urban emergency response systems.
