The Guangdong Provincial Health Commission recently announced that three new provincial-level aviation medical rescue bases will be established in 2026 across the Pearl River Delta, eastern Guangdong, and western Guangdong, marking an acceleration in the province's aviation medical rescue network development. As the core hub of the Guangdong-Hong Kong-Macao Greater Bay Area, Shenzhen will serve as the regional aviation medical coordination and dispatch center.

Base Layout: A Province-Wide 2-Hour Rescue Radius

The three new bases will be located in: Zhuhai (serving the western bank of the Pearl River and Macao), Shantou (serving eastern Guangdong and southern Fujian), and Zhanjiang (serving western Guangdong and the Beibu Gulf region). Together with the existing bases in Guangzhou and Shenzhen, Guangdong will form an aviation medical rescue network of 5 provincial bases and 12 municipal takeoff/landing sites, achieving province-wide 2-hour aviation medical rescue coverage.

Shenzhen: The Greater Bay Area Aviation Medical Hub

Shenzhen Bao'an International Airport and Shenzhen Nantou Heliport will serve as the core takeoff and landing points for aviation medical transfers in the Greater Bay Area. Leveraging Shenzhen's medical resources (multiple top-tier hospitals with ECMO treatment capabilities) and geographic advantages (proximity to Hong Kong and Macao, with reach across Southeast Asia), Shenzhen will become a key hub city for cross-border medical transfers.

Key Policy Highlights

  • Aviation medical rescue integrated into Guangdong's unified emergency medical dispatch system
  • Establishment of a provincial aviation medical rescue fund to subsidize emergency transfer costs
  • Promoting integration of commercial insurance with aviation medical rescue to reduce patient financial burden
  • Streamlined flight route approval for aviation medical transfers, with emergency missions approved within 2 hours
  • Establishment of aviation medical rescue training bases, with an annual training capacity of 200 personnel

Impact on the Industry

Favorable policies will directly drive demand for aviation medical coordination and dispatch services. As the base network matures, resource coordination and dispatch will become the critical link in the industry chain — how to match the nearest aircraft, the most suitable medical team, and the optimal flight route in the shortest possible time requires professional coordination and dispatch capabilities.
